Dr. William C. Bosher Jr. is a distinguished professor for Government, Educational Leadership & School Improvement and executive director of CEPI of the L. Douglas Wilder School of Government & Public Affairs at VCU. He is a former Virginia superintendent of public instruction and division superintendent.
